Weihai Sheng'an Shipping Co., Ltd. was established in November 2007 with registered capital of 25.4 million yuan. It is a joint-stock enterprise with independent legal status engaged in international and domestic shipping, ship management, port operations, port tugboat services, channel dredging, logistics and warehousing, seafarer assignments, vocational education and training, marine tourism, accommodation and catering, and liquor distribution.

The company has four wholly-owned subsidiaries: Weihai Port Barge Co., Ltd., Weihai Sheng'an Self-Drive Holiday Apartment Co., Ltd., Weihai Haida Container Station Logistics and Warehousing Co., Ltd., and Hainan Quanhu Shipping Co., Ltd.

It has established Weihai Vocational College in a joint school-enterprise partnership with Weihai Vocational College, established Weihai Maritime Tourism Co., Ltd. (a state-owned holding enterprise) in cooperation with Weihai Tourism Terminal Co., Ltd., established Weihai Hai'an Port Co., Ltd. in cooperation with Weihai Guang'an Urban Construction Investment Co., Ltd., established Weihai Weihai Cultural Tourism Development Co., Ltd. in cooperation with Weihai Weihai State-owned Assets Operation Co., Ltd., established Weihai Bukou Port Development Co., Ltd. in cooperation with Weihai Huasheng Energy Investment Group Co., Ltd., and established Weihai Xinsheng Shipping Co., Ltd. in cooperation with Weihai Industrial Investment Group Co., Ltd.

Hai Da Container Station Logistics Warehousing

The Haida Container Station Logistics Warehousing Project is invested and constructed by Weihai Sheng'an Shipping Co., Ltd. in the Weihai Economic and Technological Development Zone. The project is located on the west of Gushan Road and south of Shugang Road (No. 69 Haibu Road) in the Weihai Economic and Technological Development Zone, covering an area of 32 acres and a building area of 20,000 square meters.
In November 2022, the company initiated a collaboration with Weihai China Merchants Jinling Shipyard, enabling the shipyard to fully unleash its production capacity and cultivate the high-end offshore equipment industry.
The diving base, constructed in strict accordance with maritime regulations and standards within the Haida Container Station Logistics Warehousing Project, was leased to Weihai Vocational College in May 2020 for crew diving training and examinations. Currently, it is the only diving examination venue in Weihai that meets the requirements of the Maritime Safety Administration and has been verified and approved on-site by the Maritime Safety Administration, with up to 3,000 crew members taking diving examinations annually.

Own fleet

The company invested in the construction of six 5,200-ton bulk carriers in the first phase, all of which were completed and put into operation in 2021. In December of the same year, the company purchased another 5,200-ton bulk carrier, achieving the simultaneous commissioning of seven ships. In 2022, the company made timely strategic adjustments based on the development situation of domestic and international trade markets, completing the upgrade and transformation of all bulk carriers from domestic trade to foreign trade by November 2022, and putting them into operation on international routes. The "Xinshengsheng" series of ships are energy-saving and environmentally friendly bulk carriers built in accordance with international maritime standards. These ships have large storage capacity, wide cargo adaptability, fast speed, and low fuel consumption, making them highly competitive in the market.

Ship management and seafarer deployment

The company currently has over 220 in-house crew members and over 300 long-term cooperative social crew members, with a total of over 600 crew members. Most of the shore-based management personnel graduated from well-known domestic maritime colleges and universities, and over half of them hold senior crew member certificates. Over the years, relying on rich shore-based management experience and crew resources, the company has maintained good cooperation with many well-known shipping enterprises. Currently, the company manages 25 fully manned ships, with a roll-on/roll-off ship capacity of 14,950 parking spaces, container capacity of 6,000 TEU, and a total ship tonnage of over 250,000 gross tons.
Since 2016, we have been providing crew dispatch and ship management services for 10 government official ships of the Weihai Maritime Safety Administration. Leveraging our extensive ship management experience and our business philosophy of serving shipowners with integrity, our company's performance has been growing year by year.

Ship Overview

The company currently owns and operates a total of seven tugboats, namely "Weixiaotuo 1", "Weiganghangtuo 8", "Weiganghangtuo 10", "Weiganghangtuo 12", "Weiganghangtuo 20", "Lugangtuo 1", and "Hangtuo 1". Additionally, it owns and operates two dredgers, "Weijun 1" and "Weijun 2".
The company's newly built 5600-horsepower "Wei Xiao Tuo 1" vessel was put into use in September 2022. It has been reviewed and approved by the CCS classification society, featuring FIFI-I fire fighting capabilities and a fully retractable fire fighting tug with a tail towing machine. The tug has a towing force of up to 62 tons and can discharge 2800 cubic meters of water per hour within an effective range of 125 meters. This tug is the first fire fighting tug in the Weihai jurisdiction to be inspected and classified by the CCS classification society. After its commissioning, it has effectively alleviated the situation of lacking a formal offshore fire fighting tug in the Weihai jurisdiction, significantly enhancing the emergency response capabilities of the Weihai jurisdiction in handling maritime emergencies. It can provide necessary safety guarantees for more than 100,000 transit and inbound and outbound ships in the Weihai jurisdiction every year.
While serving the surrounding ports and major shipyards, we actively participate in the rescue work for maritime emergencies in the Weihai jurisdiction, and have received high praise from the local government, maritime authorities, and the rescued ships.
The company also possesses two cutter suction dredgers, namely "Weijun 1" and "Weijun 2", as well as two supporting anchor boats, "Weijun Boat 1" and "Weijun Boat 2". The cutter suction dredgers have reamer powers of 800KW and 1200KW respectively, with maximum dredging depths of 18 meters and 25 meters, and dredging capacities of 2200m³/hour and 3500m³/hour respectively. 威海港航轮驳有限公司

2018年6月全资组建威海港航轮驳有限公司，主要从事港口拖轮、驳运服务。公司目前拥有并经营“威消拖1”、“威港航拖8”、“威港航拖10”、“威港航拖12”、“威港航拖20”、“旅港拖1”、“航拖1”共计7艘拖轮，同时拥有并经营“威浚1”、“威浚2”2艘挖泥船。
公司新造5600马力“威消拖1”轮于2022年9月投入使用，是经CCS船级社审图、认可，具有FIFI-I消防功能、带有尾拖机的全回转入级消防拖轮，拖力可达到62吨，在125米的有效射程内每小时出水量达到2800立方。此拖轮是威海辖区第一条CCS船级社检验、入级的消防拖轮。投入使用后，有效缓解了威海辖区内没有正规海上消防拖轮的局面，有力提升了威海辖区处置海上突发事件的应急能力，能够为每年威海辖区十余万艘过境及进出船舶提供必要的安全保障。
在服务周边港口和各大船厂的同时，积极参与威海辖区的海上突发事件的救助工作，受到地方人民政府、海事主管部门以及被救援船舶的高度好评。
公司还拥有两艘绞吸式挖泥船“威浚1”号、“威浚2”号，以及配套两艘抛锚艇“威浚艇1”号、“威浚艇2”号，两艘挖泥船的铰刀功率分别为800KW和1200KW，最大挖泥深度分别为18米和25米，挖泥量分别为2200m³/小时和3500m³/小时。公司自成立以来参与了天津港和黄骅港的疏浚及吹填作业，并完成自有码头威海南海新港的疏浚作业，疏浚量达300万立方米。
绞吸式挖泥船是港口建设、港口疏浚的必备装备之一，绞吸式挖泥船的工作原理主要是通过绞刀和泥泵的协同作用来挖掘和输送泥沙。‌绞吸船配备有绞刀，通过旋转绞刀来松散河底或海底的土壤，并与水、泥混合形成泥浆。然后泥浆通过吸泥管被吸入泵体，再经过排泥管输送到指定的排泥区。
绞吸式挖泥船的主要特征是船首安装一个可以旋转的铰刀头，船尾安装两根定位桩，施工过程中，船尾主装定位桩会插入海底固定船舶，船首向船的两侧抛下两个定位锚，定位锚通过钢索与铰刀连接，再把船首铰刀放入海底，铰刀在锚机的拉动下左右摆动，整个船身以船尾定位桩为中心成扇形进行绞吸作业，铰刀由电力或者液压机构驱动，具有强大的扭矩，可以轻松搅碎海底岩石并搅动沙土，再经吸泥管将绞起的泥沙物料借助超大功率的水下疏浚泵输送到指定区域。

海大航海学院是由威海市升安海运有限责任公司与威海职业学院以校企联合办学的方式举办，注册资本壹仟万元，是承接航海类专科学历教育和船员培训职能的混合所有制二级学院。目前，大专学历教育在校生超过1200人，已开设航海技术、轮机工程技术、酒店服务与管理（海上乘务方向）、武警士官、船舶动力工程、船舶电子电气等专业。学院每年还面向社会开展水手晋升三副、机工晋升三管轮、全日制大专学历培训一年制三副三管轮、值班水手、值班机工、电子技工、国际邮轮乘务人员、船上膳食服务人员等船员培训，并设有合格证、客船、油化船等项目的更新培训，年培训船员超7000余人次。

海大航海学院自成立以来，严抓教学，努力提高学员的综合业务学习，历年的船员考试通过率均排在全国同类院校的前三名内。

威海埠口港港务发展有限公司成立于2024年5月，地址为文登市泽库镇前岛村村南南海新港码头，现为国家一类开放口岸。公司主要从事为船舶提供码头设施、货物装卸、货物仓储等业务，目前拥有泊位总长305米，配备了2个5000吨级和一个10000吨级泊位，4台门机（其中:16t门机3台；40t门机一台），2台100t地磅，1栋办公楼，1间维修车间，1个配电室和6万平米的堆场。临时航道长2701米，宽90米，回旋水域310米，低标高-5.0米。
